This study made use of the open method of coordination as a framework that
characterizes both the EU and ASEAN’s modes of healthcare governance while
positing distinct policy nuances of each regional organization. Official
documents in the form of regulations, directives, roadmaps and mutual
recognition arrangements were gathered from both regions and studied
through content analysis. Case studies were also used to supplement the
pertinent themes that arose from the coding scheme, i.e. function,
accessibility and reforms, to showcase real world scenarios the support or
negate the claims made in the policies. This study found that aside from
the open method of coordination’s applicability to both regions, the
healthcare regime of the EU exhibited a highly regulated system that
focuses on patients’ rights, while the ASEAN’s is found to operate
dependently on trade liberalization schemes.
