*HR OFFICER I*
Talent Management and Organization Development
Office of Human Resource Management and Organization Development


*Summary:*
Under the supervision of the Section Head for Talent Management &
Organization Development (TM & OD), the HR Officer for TM & OD assists in
designing and implementing learning curricula, talent management, and
organization development projects in the University.


*Job Description:*
I. Organization Diagnoses and Intervention

• Assists in conducting organization needs assessment from data gathering
to initial analysis of findings
• Drafts an organization assessment plan
• Assists in designing OD interventions and evaluation process to address
gaps in the organizational diagnosis
• Assists in monitoring, coordination, implementation, and evaluating
organization development projects, keeping track of the deliverables,
timelines and agreements


II. Talent Management and Development

• Benchmarks talent management systems within and among the academic
community and other industries
• Assists in the identification and development of talents
• Assists in the development (review and update) of career and succession
management systems and interventions
• Assists in the conduct and evaluation of the talent development programs


III. Learning and Development

• Assists in data gathering and consultations with key stakeholders
• Drafts learning interventions aligned with organization and individual
needs
• Recommends alternative approaches to address capability gaps if expected
improvements are not observed
• Coordinates and/or facilitates the conduct and evaluation of learning
interventions


IV. Administrative Functions

• Documents meetings, proceedings, and events
• Oversees the coordination and logistical requirements of the Section’s
activities



*Qualifications:*

• Bachelor’s degree, preferably in Management
• MA in Industrial/Organizational Psychology is an advantage
• Knowledge in basic research, basic statistics is an advantage
• At least 3 years work experience
• Must be a strategic and systems thinker; has the ability to connect and
see the implications of actions to other systems/processes
• Ability to conduct needs assessment and design learning curricula
• Ability to effectively and efficiently handle multiple projects at a time
(attention to details & project management is a must)
• Ability to innovate and partner for change
• Must be open to learning
• Must be comfortable handling ambiguity, flexible, adaptable, and proactive
• Has good facilitation and feedback skills (active listening, asking
questions)
• Has good interpersonal skills
• Proficient in MS Office applications
