*Abstract*



Typhoon Haiyan devastated the central Philippines in November 2013,
claiming more than 6,300 lives, displacing more than 4 million people, and
disrupting the economy and livelihoods in some of the country’s poorest
regions for years to come. Under the first activation of the Level-3 (L3)
system-wide global humanitarian response for a sudden onset natural
disaster, the Philippine government and international humanitarian
community intended to work together as cluster system co-leads to respond
to Haiyan’s unprecedented scale.



In this forum, co-author Philip Dy, will examine the factors that affected
the Philippine governments’ ability to coordinate and the international
community’s ability to participate in the Typhoon Haiyan response. These
factors, include, among others, challenges of coordination and
collaboration involving the international humanitarian community and the
Philippine government, both national and local administrative levels.



*Philip Dy *is Program Manager for the Philippine-focused Disaster Net
Project of the Harvard Humanitarian Initiative. He previously served as the
Chief of Staff to the Secretary of the Interior and Local Government of the
Philippines.
