*Project: *Project Laya Phase 3
*Location: *SDC Complex, Ateneo de Manila University, Katipunan Ave. Quezon
*Position: *Communications and Media Specialist (Part- time)
*Report to: *Project Director and Project Laya Pillar 4 Head

*Project Description and Objectives:*

Project Laya is technical assistance and capacity building initiative of
the Ateneo School of Government, aimed at improving the anti-corruption and
revenue collection efforts of the Philippine Department of Finance (DOF)
and its affiliated offices.

Its specific objectives are defined under the four pillars consisting of
the following:

1. Enhance the capacity of the legal units of the Department of Finance and
its related agencies to improve the handling and management of revenue
collection and anti-corruption cases, with particular focus on the Run
Against the Smugglers (RATS) unit of Bureau of Customs (BOC) for the
improvement of enforcement actions against fraudulent importations;
2. Enhance the capacity of the Revenue Integrated Protection Service (RIPS)
unit of the DOF to improve enforcement actions against corruption in
customs and revenue administration;
3. Examine and recommend policies and systems in detection and prevention
of corrupt practices in customs administration, particularly concerning
Post Entry Audit (PEA) and the development of the draft bill for the
Customs Modernization and Tariff Act (CMTA);
4. Formulate and disseminate strategic messages to improve awareness of,
and enhance support for anti-corruption efforts and reforms in revenue
administration, within the DOF/BOC and the general public.

*Scope of Work:*
The Communications and Media Specialist closely coordinates with Project
Laya Pillar 4 Head. He/she will provide expert public relations advice on
crisis management, specifically sensitive issues relative to Pillars 1 to 3
of Project Laya. He/she will assist the Pillar 4 Head in the knowledge
transfer, in relation to public relations needs of Project Laya, the DOF
and the BOC (specifically on managing public relations strategies relative
to RATS, RIPS, and PEAF). He/she will advise on strategies to make Pillar 4
activities and conferences effective and efficient:

I. Must have extensive experience in public relations, specifically on
strategic planning, crisis management, stakeholder engagement, media
networking, social media handling, and campaigns.
II. Must have broad tri-media connections and has experience on
III. Coordinate with and advise Project Laya Pillar 4 Head on areas on
which his/her expertise will be of use to Project Laya.
IV. Coordinate with and advise Project Laya Pillar 4 Head on strategies for
crisis avoidance and for crisis management in the event that the same
cannot anymore be avoided.
V. Coordinate with and advise Pillar 4 Head on PR strategy in relation to
Pillars 1 to 3 of Project Laya.
VI. Coordinate with and advise Project Laya on the workshops that may be
conducted in relation to improving the over-all public relations need of
DOF and BOC.
VII. Help Project Laya in coordinating with other media outlets in
propagating its campaigns.


The Communications and Media Specialist must have the following

Degree on Communications, Public Relations, and/or Journalism, preferably
with MA;
Extensive experience in public relations and crisis management;
Knowledge in concept development for infomercial productions;
Experience in media placements; and
Experience in relevant working environment.
