*Abstract*



This paper focuses on the recruitment of Philippine nurses for work in
Germany and Switzerland, which has been prompted by the care shortage in
both countries. It examines how legitimate speakers are constructed within
a regime of state-regulated labor migration, as both the German and Swiss
governments have bilateral agreements with the Philippine government that
regulate the migratory flow of nurses. Apart from these programs new
players have emerged and try to follow the set out path. However, all
nurses are channeled through the Goethe Institute, which handles the
language certification – a prerequisite for the migration. This movement of
individuals is organized as an institutional practice in a migration
apparatus. Neo-liberal societies from the global North are in need of
workers; however, nationalist conservative politics do not want to attract
people from other countries, especially from the global South. The concept
of circular (temporary) migration as well as the positioning of workers as
migrant-entrepreneurs serves as a solution.





*About the lecturer*



*Stefanie Meier *graduated from the University of Basel with a double major
in English and German literature and linguistics. She is currently a
doctoral candidate at the University of Basel and holds a scholarship from
the Hermann Paul School of Linguistics (Universities of Basel, Switzerland,
and Freiburg, Germany). Prior to starting her PhD, she worked in research
projects on lexicology, phraseology and language learning. She has also
been teaching introductory courses in the structure, history and geography
of the German language.
