*Program: *Project Laya | Social Accountability
*Location: *SDC Complex, Ateneo de Manila University, Katipunan Ave. Quezon
*Position: *Technical Writer
*Duration: *Six Months (Renewable)
*Report to: *Project Director/ Deputy Director

*Project Description and Objectives:*

Project Laya is technical assistance and capacity building initiative of
the Ateneo School of Government, aimed at improving the anti-corruption and
revenue collection efforts of the Philippine Department of Finance (DOF)
and its affiliated offices.

Its specific objectives are defined under the four pillars consisting of
the following:

1. Enhance the capacity of the legal units of the Department of Finance and
its related agencies to improve the handling and management of revenue
collection and anti-corruption cases, with particular focus on the Run
Against the Smugglers (RATS) unit of Bureau of Customs (BOC) for the
improvement of enforcement actions against fraudulent importations;
2. Enhance the capacity of the Revenue Integrated Protection Service (RIPS)
unit of the DOF to improve enforcement actions against corruption in
customs and revenue administration;
3. Examine and recommend policies and systems in detection and prevention
of corrupt practices in customs administration, particularly concerning
Post Entry Audit (PEA) and the development of the draft bill for the
Customs Modernization and Tariff Act (CMTA);
4. Formulate and disseminate strategic messages to improve awareness of,
and enhance support for anti-corruption efforts and reforms in revenue
administration, within the DOF/BOC and the general public.

*Scope of Work:*

Specifically, the following are responsibilities and tasks of the Technical

I. Provide administrative legal support in undertaking project activities;
II. Draft case studies on legal and policy issues, as well as technical and
other reports;
III. Prepare, in a timely manner, focused, highly readable written
materials, ensuring consistent visibility of Project Laya in the midst of
the latter’s stakeholders;
IV. Hold regular office at the Ateneo School of Government or at the
Department of Finance, subject to such modifications as may be agreed upon;
V. Be bound by rule on lawyer-client confidentiality  with the Ateneo
School of Government, as well as with the DOF which stands as the
beneficiary of the project, taking therein all concomitant rights and
duties arising from the fiduciary nature of such relationship;
VI. Perform other duties as may be requested by the Project Director,
Deputy Director, and Pillar 4 Head.


The Technical Writer must have the following qualifications:

   - A graduate of law (Juris Doctor or Bachelor of Laws) from a reputable
   law school;
   - 5-10 years of  experience in  case handling or legal advocacy  in law
   firm or public office setting;
   - Previous  work  in the areas of litigation, tax or customs practice,
   due diligence, financial forensics, and good governance advocacy;
   - Reform-oriented and has a zero tolerance attitude towards corrupt
   - Capable of  rapidly working in groups and in dealing with sensitive
   - Demonstrate strong competency in writing and communication.
