*HEAD for CAMPUS UTILITIES, GROUNDS & EVENTS MANAGEMENT (A-01)*

Central Facilities Management Office





*Summary:*

Under the supervision of the Director of the Central Facilities Management
Office, (CFMO) the Head for Campus Utilities, Grounds, & Events Management
establishes and institutionalizes processes intended to continuously
improve matters concerning utilities, grounds, events and job orders. This
position is also responsible for the Job Order Section and the CFMO’s point
person for all University Campus functions, events and activities.



*Job Description:*



1.      Strategic Function

·         Develops and cascades action plans in managing the buildings,
facilities and campuses that relate to utilities, grounds, events, and job
orders.

·         Sets and pursues achievement of key results areas (KRA) for the
Section in support of the CFMO’s mandates

·         Benchmarks performance of the Sections versus regional and/or
global best practices on buildings and it’s equipment, facilities  and
events

·         In accordance with guidelines set by the Ateneo Institute of
Sustainability, keeps up-to-date on environment advocacies, new standards,
and technologies insofar as comprehensive management of buildings and
facilities are concerned

·         Reviews, updates, and/or drafts new policies related to building,
facilities and campus operations

·         Evaluates and implements the recommendations to improve Section
(Job Order, Carpentry, Electrical and Communications, Grounds, Plumbing and
Welding), its processes, and services.

·         Establishes and evaluates the following programs:

a.       maintenance program for campus electrical / mechanical / plumbing
installations, equipment, transformers, generators, underground and
overhead cables, electrical panels vacuum/oil switches, communication
facilities, cell sites, water pumps, cisterns, etc.

b.      maintenance program for roads, open car parks, pedestrian walks,
bike lanes and access networks

c.       water treatment and Sewerage Treatment Plant on campus(works in
coordination with the Ateneo Institute of Sustainability)

d.      renewable energy on campus

e.       storm drain and sewage system on campus

f.        energy consumption monitoring and conservation

g.       preservation and sustainability program on campus trees and
landscape, forests, natural sheds and waterways



2.      Operations Function

·         Coordinates with the CFMO’s various sections, including School
Unit’s FMOs.

·         Coordinates/partners with the School Unit’s FMO to better assess
operational requirements and expectations

·         Develops and cascades the School Unit’s and CFMO’s operating
plans in line with the “vertical-horizontal” structure

·         Sets, imposes and ensures compliance to detailed performance
metrics to the services provided to the School Unit

·         Conducts annual performance audit as basis for the succeeding
year’s goal

·         Assesses the Section’s performance by getting feedback from units
served. (This includes monitoring performance by the internal maintenance
team as well as outsourced service providers)

·         Coordinates with various other units, whether internal or
external, for regular services that should be provided by the Section

·         Collaborates with various units, whether internal or external,
for any initiatives requiring his/her expertise

·         Oversees the daily operations and provide guidance on any concern
related to utilities, grounds, events, and job orders

·         Manages/supervises consolidation of CFMO services for each unit
including but not limited to:

Ø  Utilities Management

Ø  Grounds Management

Ø  Events Management

Ø  Job Order Management



3.      Financial Management

·         Manages the budget and resources allocated for the Section.

·         Establishes and institutionalizes a process that will continually
review systems and processes for efficient spending and budget control



4.      HR Functions

·         Establishes a strong team with dedicated individuals with full
understanding of and commitment to the requirements of the Section, unit,
the university and CFMO’s vision and mission

·         Manages the team fostering the Ignatian values and ways of doing
things

·         Sets and oversees the achievement of each individual member’s key
results areas (KRA) within the Section

·         Manages the performance of each and every individual in his team
through clarity in goals and objectives, and regular communication

·         Ensures awareness of team’s requirements and supports needed to
deliver expectation and exerts best effort to provide them

·         Develops future leaders in his team through coaching and mentoring



5.      Administrative Functions

·         Ensures administration of contracts and projects needed in the
performance of the Section’s mandate and the delivery of services

·         Ensures compliance to University policies and procedures

·         Ensures compliance to public policies

·         Prepares reports and documents needed in the performance of the
Section’s mandate



6.      May perform other tasks that maybe assigned.

*Qualifications:*

·         Licensed Architect/Civil, Electrical/Mechanical Engineer

·         Has track record and minimum of 15 years experience in different
disciplines (Architectural, Civil, Interior Design, Electrical, Mechanical
and Structural)

·         Relevant experience in the following:

a.       Construction Management

b.      Property-Facilities and Complex Management Upkeep and
Maintenance Design
Development/Consultancy preferably in all disciplines

c.       Estimation/Quantity take off in all discipline

·         Excellent oral and written communication skills

·         Systematic, organized and attentive to details

·         Team player and has commendable customer service skills

·         Proficient in Microsoft Office applications
