*HR Officer for Talent Management & Organization Development (OS VII)*

Office of Human Resource Management & Organization Development





*Summary:*



Under the supervision of the Section Head for Talent Management &
Organization Development (TM & OD), the HR Officer for TM & OD assists in
designing and implementing talent management and organization development
projects in the University.



*Job Description:*



I.        Organization Assessment and Diagnosis

a.  Identifies units requiring review or responds to requests from units
for organizational review

b.       Develops an assessment plan for organizational review

c.        Conducts data-gathering and initial analysis of findings



II.      Organization Development Interventions and Project Management

a.       Designs individual and team interventions and evaluation process
to address gaps in the organizational diagnosis

b.  Assists in the implementation, monitoring, and evaluating organization
development projects

c.        Co-manages organization development projects, from time to time

d.       Prepares evaluation reports and coordinates feedback sessions with
stakeholders

e.        Monitors quality measures for efficiency, progress, and
satisfaction

Monitors systems that ensure organizational learning (self-renewal) and
alignment to the University’s strategic plans



III.   Talent Management

a.    Researches best practices on talent and career management within the
academic community and other industries

b.       Assists in the set up of talent and career management system of
the University

c.

Creates and updates qualification standards, competency identification and
development tracking for different job families

d.       Develops interventions from assessment, design and implementation
in order to operationalize the talent and career management system of the
University

e.

Communicates and markets the University’s talent and career management
program to unit heads and employees

f.        Monitors and evaluates the University’s talent and career
management program

g.       Consults unit heads in designing long-term career development
plans for talents

h.       Identifies hard-to-fill roles and focuses efforts in fast-tracking
the development of these talents

i.   Implements and monitors the succession management process to manage
transitions

j.         Designs a monitoring system to track the progress of talents

k.       Prepares evaluation reports and coordinates feedback sessions with
stakeholders



*Qualifications:*

·         Bachelor’s degree in Psychology/Management

·         MA in Industrial/Organizational Psychology is an advantage

·         Knowledge in basic research, basic statistics is an advantage

·         At least 5 years experience in OD and/or Talent Management
projects, specifically individual and team interventions

·   Must be a strategic (macro) thinker; has the ability to connect and see
the implications of actions to other systems/processes

·     Possesses good interpersonal and facilitation skills (asking
questions and active listening)

·        Has the ability to handle multiple projects at a time (attention
to details & project management is a must)

·         Has the ability to innovate and push changes

·         Must be open to learning and ambiguity

·         Proficient in MS Office applications
