*Brief Description:*

The Nansen Initiative, through Internal Displacement Monitoring Center
(IDMC), sponsored a Governmental Regional Consultation on*“Natural Hazards,
Climate Change and Cross-Border Displacement”* in South-East Asia last 15 –
17 October 2014. The objectives of the Regional Consultation were to:

1. Have a better understanding of the overall displacement dynamics in the
region (drivers, trends, patterns, pathways and characteristics of the
population) and the general protection needs of people displaced by

2. Identify good practices, at regional, national and community levels, in
establishing mechanisms for disaster preparedness, building resilience, and
responding to and managing displacement risks;

3. Identify institutions, programs and policies that address the interests
and rights of displaced populations to move (including transit) with
dignity, in safety and with full respect for their human rights;

4. Prepare an outcome document identifying common displacement challenges
in the context of disasters and climate change in South-East Asia, and
agreement on recommendations on how to address them.

There were approximately 40-60 sponsored government participants from
South-East Asia and countries members of ASEAN (Brunei, Cambodia,
Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore,
Thailand, Timor-Leste and Viet Nam). A few selected representatives
from international
organizations, NGOs and their consortia, civil society, affected
communities and academic institutions and other key actors also have their
participation sponsored. The participants have different technical
backgrounds (working on issues related to displacement, disaster risk
management, human rights protection, migration management, and climate
change adaptation).

Implementation of activities were coordinated by a committee composed of
representatives from the Nansen Initiative Secretariat in Geneva, the
Ateneo de Manila University through the Ateneo School of Government and the
