While energy has been considered as a national matter in the last decades,
recent works have put the focus on local actors when it comes to
electricity. Economic activity in cities is highly dependent on affordable,
secure and reliable electricity provision, which leads a number analysts
and scholars to look for an emergence of local, urban governance in this
sector. Through the study of a variety of end-users' needs, demands, and
initiatives, this research seeks to understand how energy policies are
formulated at the local level. It is argued that, contrary to what the
literature generally expects, the urbanisation of the energy question is
not unfolding through the rise of local public authorities – LGUs in the
context of the Philippines. Rather, major real-estate actors are bypassing
local authorities and discuss infrastructure directly with the distribution
utility. This private-led urbanisation of the electricity question raises
important concerns on homogeneity of service within the metropolitan
territory.
