The following Job Vacancies will be under the Category B of the Employee

*SECTION HEAD - Workforce Planning and Capability Development  (A-01)*



This position focuses on the development and sustainability of
University-wide strategies that drive attraction, development and formation
of employees.



*Job Responsibilities:*

1.       Workforce Planning

a.        Monitors and implements the University’s annual workforce plan

b.       Works with units to integrate workforce planning goals and
concepts across the University

c.        Optimizes use of HRIS for workforce planning

d.       Leads the analysis of the workforce plan and identifies
skills/competency requirements and critical gaps

e.        Researches on workforce trends that will impact the University

f.         Documents procedures and practices in workforce planning

2.       Recruitment

a.        Develops job descriptions and position qualifications

b.       Coaches unit heads responsible for hiring on recruitment best
practices including interviewing, selection and offer negotiation

c.        Develops and manages candidate generation strategies

d.       Implements employment branding through various media

e.        Builds, cultivates and sustains an active candidate database by
job families

f.         Acts as recruiter for A-02 positions and above

g.        Analyzes reports that track results and utilizes the information
to detect trends to adjust recruitment strategies

h.       Develops and manages recruitment networks

i.         Identifies and adopts technologies to improve the recruitment
process

j.         Documents procedures and practices in recruitment and staffing

3.       Capability Development

a.        Develops strategies for improving organizational capability

b.       Directs the assessment, development, conduct and evaluation of
capability development interventions

c.        Screens quality and culture-fit of interventions and resource
persons

d.       Approves capability development plan

e.        Monitors Performance and Development of the workforce

4.       Formation

a.        Designs socialization program into the University for new hires

b.       Takes the lead in coordinating and implementing the University
formation program for employees in the Central Admin

c.        Initiates formation activities for employees in the Central Admin

5.       Other Accountabilities

a.        Prepares and monitors the budget for the Workforce Planning and
Development Section

b.       Supervises the work and manages the performance of the officers
and staff of the section



 *Qualifications:*

1. Master’s degree in Psychology or Business, licensed Psychologist an
advantage

2. Experience in HR in the following areas:

·         workforce planning

·         recruitment & testing

·         training, development and formation

3. Has strong interpersonal, facilitation, negotiation and communication
skills

4. Proficient in planning, coordination, supervision and networking




*HEAD – Employee Relations and Engagement (A-01)*



This position focuses on the direction and coordination of the University’s
overall employee relations and engagement initiatives. It provides
professional direction, advise and education to administrators, faculty,
and staff on a broad range of employee relations issues. Develops strategic
employee relations and engagement programs and conducts studies and
prepares recommendations pertaining to institutional employment and HR
policy matters.



*Job Responsibilities:*

1.       HR Relations Training and Education

a.        Identifies employee needs and develops training and non-training
initiatives for administrators, faculty and/or employees on a variety of
labor relations, employee relations, and associated topics

b.       Conducts training and non-training initiatives related to labor
relations, employee relations and other related topics

c.        Monitors and evaluates the effectiveness of training and
non-training initiatives

2.       HR Relations Advisory

a.        Provides individual and/or group advice, guidance, professional
support to administrators, faculty and staff with respect to interpretation
and application of employee relations and associated policies, practices,
and procedures

b.       Reviews and advises, as appropriate, on employee suspensions,
termination, and other disciplinary actions to ensure legal compliance and
consistency with policies, procedures, and acceptable management practices

3.       Conduct of Employee-related Investigations

a.        Prepares procedures for employee-related investigations

b.       Coordinates with involved parties in the conduct of due process
for employee-related disciplinary action hearings and/or fact-finding
investigations

c.        Administers grievance procedures

d.       Participates and/or provides leadership and consultation in
employee-related investigations

e.        Assists in the review of legal cases and confers with legal
counsels, as needed

f.         Provides direct liaison and assistance, as appropriate, in the
resolution of individual workplace disputes

4.       Workplace Dispute Resolution

a.        Provides, or coordinates the provision of a range of work-related
dispute resolution services as required, to include mediation,
conciliation, negotiation, and/or formal arbitration

5.       Policy Development and Communication

a.        Researches, identifies, and interprets current and emerging
employee relations issues, trends, and opportunities

b.       Develops policies from sound practices and benchmark data to guide
administrators, faculty and staff, and communicates the same to different
stakeholders

c.        Responds to and coordinates resolution of HR policy-related
inquiries emanating from different stakeholders

6.       Employee Engagement Programs

a.        Conducts employee engagement surveys to ascertain baseline
engagement scores and surface gaps

b.       Collects and analyzes employee relations data and prepares
periodic and ad-hoc reports.

c.        Designs and implements responsive University-wide programs,
initiatives, and communications to strengthen employee engagement



*Qualifications:*

1. Bachelor’s degree, being a Lawyer would be a distinct advantage

2. Experience in Labor/Employee Relations and managing employee engagement
initiatives

3. Work experience in an educational set-up in a supervisory capacity

4. Must possess good interpersonal, facilitation, writing and negotiation
skills




*HR OFFICER - Recruitment (OS VI)*



This position focuses on assisting the Workforce Planning and Development
Section Head in workforce planning and recruitment.


*Job Responsibilities:*

1.       *Workforce planning*

a.        Controls, maintains and updates workforce plan and prepare
related regular reports.

b.       Updates organization structure regularly.

c.        Audits qualifications of existing workforce.

d.       Searches workforce market and identifies suitable recruitment
channels for the University.

*2.       **Develop recruitment network *

a.        Coordinates local recruitment campaigns under the supervision of
the Workforce Planning and Development Head.

b.       Coordinates with recruitment partners to fill vacancies.

c.        Liaises with identified recruitment partners for supply of
potential candidates.

3.       Design recruitment materials

a.        Assists the Workforce Planning and Capability Development Head in
developing job descriptions and designing recruitment ads

b.       Selects testing tools for recruitment.

*c.        **Issues recruitment notices*

d.       Drafts employment offer letter and contracts for selected
candidates

4.       *Implement selection process*

a.        Screens applicants for basic compliance with position
qualification, summarize CVs for easier evaluation by the requesting units.

b.       Meets walk-in applicants, collects and assesses CVs.

c.        Ensures all vacancies are filled with the suitable candidates
within the targeted time.

d.       Interviews candidates up to A-01level and provides feedback to
both Workforce Planning and Development Manager, and Head of requesting
unit.

e.        Ensures all recruitment policies, procedures and techniques are
adhered to and recommend improvements.

f.         Forwards collected CV to the requesting unit for evaluation and
interview.

g.        Conducts new employee orientation and apprise employee of benefit
options.

5.       *Manage recruitment records*

a.        Coordinates workforce planning process and employee management

b.       Establishes and maintains files and records on an ongoing basis.

c.        Maintains an active and organized data bank of applicants for
various positions.



*Qualifications:*

1. Bachelor’s Degree in Human Resource Management, Psychology or any
related course

2 Has 3 years of Recruitment experience

3. Skills and knowledge on the following:

·         Screening and interviewing applicants

·         Matching and short listing of candidates to suitable jobs

·         Database management

·         Networking

4. Proficient in MS Office applications

5. Has good command of both English and Filipino languages

6. Has strong interpersonal skills




*HR OFFICER – Talent Management and Organization Development (OS VI)*


This position focuses on assisting the Talent Management and OD Section
Head in designing and implementing talent management and leadership
development.


*Job Responsibilities:*

1.       Assessment and Diagnosis

a.       Identifies units requiring review and/or responds to request from
units for organizational review

b.       Develops an assessment plan for the organizational review

c.       Conducts data-gathering and initial analysis of findings

d.       Recommends interventions to address gaps in the organizational
diagnosis

2.       Talent Management

a.       Researches best practices on talent and career management within
the academic community and other industries

b.       Assists in the set up of talent and career management system of
the University

c.       Creates and updates qualification standards, competency
identification and development tracking for different job families

d.       Develops interventions from assessment, design and implementation
in order to operationalize the talent and career management system of the
University

e.       Communicates and markets the University’s talent and career
management program to unit heads and employees

f.        Monitors and evaluates the University’s talent and career
management program

g.       Consults unit heads in designing long-term career development
plans for talents

h.       Identifies hard-to-fill roles and focuses efforts in fast-tracking
the development of these talents

i.         Implements and monitors the succession management process to
manage transitions

j.         Designs a monitoring system to track the progress of talents

k.       Prepares evaluation reports and coordinates feedback sessions with
stakeholders



*Qualifications:*

1. Bachelor’s degree in Psychology/Management

2. MA in Industrial/Organizational Psychology is an advantage

3. Experience in OD and Talent Management

4. Skills in Organization Diagnosis, Planning and Implementing Interventions

5. Proficient in MS Office applications

6. Must possess good interpersonal and facilitation skills




*HR Assistant II – Workforce Planning and Capability Development (OS V)*


This position focuses on providing assistance in the section of Workforce
Planning and Development particularly in planning and recruitment.


*Job Responsibilities:*

*1.       **Assists in workforce planning by*

a.        updating workforce plan and preparing related regular reports.

b.       updating organization structure regularly.

c.        searching workforce market and recommending the suitable
recruitment channel for the University.

*2.       **Assists in developing the recruitment network by*

a.        preparing local recruitment campaigns under the supervision of
the Workforce Planning and Development Head.

b.       coordinating with recruitment partners.

3.       Assists in the designing of recruitment materials by

*a.       **issuing recruitment notices*

for certain positions

*4.       **Assists in the selection process with the supervision of
immediate head by*

evaluation by the requesting units.

b.       meeting walk-in applicants, collecting and assessing CVs.

c.        interviewing candidates for contractual, project and office staff
positions (OSI-OSV).

d.       ensuring all recruitment policies, procedures and techniques are
adhered to in the processing of new hires, contract renewals, etc.

5.       Provides assistance in the following:

a.        Records management (201 file)

b.       ID preparation of casual, project, and permanent employees

c.        Logistics preparation for training and formation activities

d.       New employee orientation for casual and project employees.

6.       Others

a.        Updates OHRMOD website for new vacancies

b.       Opens and directs OHRMOD mails to the appropriate responder

c.        Prepares Order for a Check for the billings of providers

d.       Prepares certificate of employment for staff, administrators and
faculty members



*Qualifications:*

1.       Bachelor’s Degree in Human Resource Management, Psychology or any
related course

2.       2 With 1-2 years of Recruitment experience

3.       Skills and knowledge on the following:

·         Screening and interviewing applicants

·         Matching and short listing of candidates to suitable jobs

·         Database management

·         Networking

4.       Proficient in MS Office applications

5.       Has good command of both English and Filipino languages

6.       Has strong interpersonal skills
