would like to invite you to a Policy Round Table Discussion entitled

DATA AND DEVELOPMENT PLANNING: WHICH DATA, WHOSE VOICES?

on

ABSTRACT


The recent controversies surrounding the congressional pork barrel, or the
Priority Development Assistance Fund (PDAF), highlight the need for more
systematic, transparent, and effective processes in identifying and planning
the development needs of local government units (LGUs). Thus, advocates for
good and effective governance are pushing for the use of data-based and
participatory planning processes in the LGUs.

However, different government agencies, academics, and multilateral agencies
have various conceptions of what constitute "useful and reliable data" from
the government, on the one hand, and from the people at the localities, on
the other. In building data-based, participatory planning processes, we must
therefore ask: Whose data, and whose rationality matters most, in planning
for the development of LGUs -- especially for those at the margins.

At this Policy Round Table Discussion, practitioners, policy planners, and
academics will gather to discuss the necessity of using data in development
planning, and what the meaning of data is according to the different
rationalities of the different players in development planning.
