The strange thing about criticisms of "American interventionism" in  
Muslim Mindanao is the notable disjuncture between passion and  
intellectual curiosity. The rise in the level of acrimony is equally  
matched by a downward trend in the attempt to understand the dynamics  
of "empire" at the ground level. This presentation explores the latter  
by sharing some of the field research finding on two USAID programs to  
reintegrate former MNLF rebels after the 1996 peace agreement. It  
suggests a more nuanced portrait of "empire" at the ground level, and  
one that pretty much contradicts what critics - particularly those  
comfortably perched in Manila -- propagate about the United States in  
Muslim Mindanao.

Patricio N. Abinales is professor  at the Asian Studies Program in the  
School of Pacific and Asian Studies at the University of Hawaii. He is  
the author of Making Mindanao: Cotabato and Davao in the Formation of  
the Philippine State (2000); State and Society in the Philippines  
(with Donna J. Amoroso, 2005); and Orthodoxy and History in the Muslim  
Mindanao Narrative (2010). He has also taught and conducted research  
at the University of the Philippines, Cornell University, Ohio  
University, and Kyoto University. He is also the editor-at-large of  
The Manila Review.
