The Institute for Political and Electoral Reform (IPER) and the Ateneo  
School of Government (AsoG) invite you or your representative to a  
Lecture-Discussion on the topic of Global Direct Democracy. This
will be held at the Conference Room of the Ateneo School of Government in
Social Development Complex Ateneo de Manila University, Katipunan Avenue,
Quezon City on November 6, 2009 (Friday) from 1:30pm to 4:30pm.

The guest lecturer will be Dr. Bruno Kaufmann, president of the  
Initiative and Referendum Institute-Europe, one of the leading global  
experts on the subject of direct democracy.

The discussion on the topic of direct democracy is timely in the light  
of the phenomenon of people power in the Philippines?aptly  
demonstrated in EDSA 1 and 2. In fact, the 1987 Constitution, as a  
product of direct democracy in practice, contains direct democratic  
instruments such as plebiscite, referendum, recall, people?s  
initiative and barangay assemblies that are necessary complements to  
the holding of elections in a democratic society. This is increasingly  
recognized throughout the world, particularly in the light of
democracy deficits in many countries.

Dr. Bruno Kaufmann
President, Initiative and Referendum Institute-Europe

Bruno Kaufmann (Sweden/Switzerland)is President of IRI Europe. The
Initiative & Referendum Institute Europe (IRI-Europe) was founded in 2001
to become the premier research and educational institute on I&R in Europe.

He was born 1965 in Aarau (Switzerland), and is a citizen of
Switzerland, Sweden and the EU. He studied Political Science, Eastern European
History and Peace and Development Research at the Universities of Zurich,
Uppsala, Gothenburg, Cambridge and Hawaii, and got an M.A. in Social  
Sciences from the Gothenburg University.

He was also Transnational Coordinator of eurotopia ? the european  
citizen network for a European Constitution with direct democratic  
rights (1991-2000).

He recently became a Member of the expert group on Direct Democracy  
(2004-) of the International Institute for Democracy and Electoral  
Assistance (International IDEA), and is the Project Director of the  
first World Conference on Direct Democracy to be held in 2008 in  
Lucerne, Switzerland, that is jointly organized by IDEA and the Swiss  
Confederation on Initiatives and Referendums.

As a journalist, he worked at the Swiss daily Der Landbote  
(1986-1989), was Northern European Correspondent for Swiss newspapers  
(1990-1993), Northern European Correspondent for the Swiss daily  
newspaper Tagesanzeiger (1994-1997), a Member of DIE  
ZEIT-Reformwerkstatt (1998-2000), and Northern European Correspondent  
for the Swiss Broadcasting Company (2001-).

Has also worked as I&R expert for the Constitutional Committee of the German
Parliament, is member of the Council of Europe?s special Task Force on Direct
Democracy, and is a key consultant for many other parliaments of the  
EU as well
as the EP and EC on the constitutional referendums in Europe.
