The Apu Palamguwan Cultural Education Center (APC) was legally established
in 2004 and in the same year gained recognition from the Department of
Education as the first formal indigenous people-based education center. APC
is registered as a non-profit educational institution with the Securities
and Exchange Commission.


    * To provide basic cultural education that serves as the foundation for
the life-long learning of Lumad children and youth 

    * To guide the students through various learning experiences in the
context of their community life thus facilitating their holistic development
as individuals capable of managing the community's resources, sustaining
their livelihood, governing the community as an indigenous people, and
engaging with broader society. 



The APC Program Development Officer reports to the Executive Director and
coordinates with the Program Manager. The main task is the development of
program proposals and financing strategies to ensure the sustainability of
APC.  The main reference is the soon to be developed APC sustainability




.    Serves as the executive director's executive assistant which includes
setting up meetings/affairs with board, partners, funders and other possible

.    Acts as resource mobilization officer - developing financing options
for APC together with the executive director; 

.    Develops APC program proposals for financial assistance;

.    Acts as the Executive Operations Officer ensuring proper implementation
of APC programs and activities

.    Provides institutional support to APC funded projects, including budget
management together with APC Program Manager; 

.    Implements a communication program with the initial information already
available for web uploading, brochure development, finalizing draft articles
for newsletters and other publications;

.    Heads the scholarship and scholarship fund coordination;

.    Acts as human resource staff together with program manager ensuring
payroll and benefit needs of staff are met;

.    Works with Finance Manager in disbursement of grants and other
financial matters

.    Monitors progress of sustainability plan development and regularly
report developments to Executive Director 




.    Graduate of Communication, Management or Marketing course

.    Has at least 2 years experience of working in communication, program
development/management or community organizing/NGO setting 

.    Has experience in supervising and managing people 

.    Willing to do field work in Bukidnon and learn a new language

.    Has a preference for working in marginal areas

.    Experience in community work preferred 

.    Knowledge of culture-based education an advantage



*	Located in Manila, with field trips to Bendum, close to Malaybalay
City, Bukidnon
*	Salary commensurate with responsibilities
*	Health care provided once regularized
