Atienza says 'cash gifts' are normal fare in Arroyo Palace (www.gmanews.tv)
(Updated 3:30 p.m) Environment Secretary Jose "Lito" Atienza Jr on Tuesday admitted that money changing hands is a normal practice in Malacañang, radio dzBB reported.
A former Manila mayor and close political lieutenant of President Gloria Macapagal Arroyo, Atienza made this pronouncement on the heels of Pampanga Gov. Ed Panlilio's confirmation that he received a P500,000-cash "gift" from the Palace last week.
The radio report quoted Atienza as saying that he himself experienced receiving money from Malacañang when he was still Manila mayor. He said money is usually given either in cash or checks.
Atienza said he understood cash gifts from Malacañang as an aid for local projects, adding it was "normal" for the Palace to help local government units.

MANILA, Philippines - (UPDATE) A resolution calling for an investigation into the alleged bribery incidents in Malacañang has been filed at the House of Representatives.
Bayan Muna Representative Teodoro Casiño, Gabriela Women's Partylist Representative Luzviminda Ilagan, and Anakpawis Representative Crispin Beltran filed House Resolution 288 on Tuesday "directing the House committee on good government and House committee on ethics to investigate, jointly or separately, the alleged incidents of bribery in Malacañang last October 11."

Three Sandiganbayan justices who convicted former president Joseph Estrada for the crime of plunder last month were included in a shortlist of nominees to replace Supreme Court Associate Justice Cancio Garcia who is set to retire late this month.
A radio DZMM report said Justice Teresita Leonard de Castro, head of the Sandiganbayan special division that tried the plunder and perjury case of Estrada, got seven votes from the Judicial and Bar Council (JBC) members.
Aside from de Castro, associate justices Edgardo Cruz and Martin Villarama Jr. from the Court of Appeals also got seven votes each.
RP-US war games open in 3 provinces (INQUIRER.net)
MANILA, Philippines -- Saying that the global war against terrorism should be an "aggressive, collective effort," the commandant of the Philippine Marine Corps stressed the importance of war games between Filipino and American military forces.
Major General Ben Dolorfino issued the statement on Tuesday, as he formally opened this year's Phiblex amphibious war games during ceremonies at the Philippine Marine headquarters in Fort Bonifacio.
An estimated 3,500 Filipino and American soldiers will take part in Phiblex, which will run until October 31 in Fort Magsaysay in Nueva Ecija province, Crow Valley in Tarlac province, and the Marine Base in Cavite province.
COMELEC warns vs premature campaigning (abs-cbnNEWS.com)
The Commission on Elections on Tuesday warned candidates in the upcoming barangay and Sangguniang Kabataan elections to observe the poll body's guidelines on premature campaigning or risk being disqualified in the October polls.
Director James Jimenez, COMELEC spokesman, said the commission's men are making rounds in every village nationwide to check for campaign posters that have pictures of barangay officials who have already filed their certificates of candidacy.
"Right now we are more focused in premature campaigning. We received several reports that some candidates have already spread their posters," Jimenez said.
