Eye of the Storm 

The year 2006 was marked by storms. As Typhoons Milenyo, Reming and Senyang 
came and destroyed properties and took lives, and as politicians engaged in 
political maneuverings pushed for constitutional assembly to change our 
current system of government, our countrymen were left in the eye of the 
storm, literally and figuratively. 

Intersect, the quarterly magazine of the Institute on Church and Social Issues 
presents its National Situationer of 2006 amidst the eye of the storm. 
Titled “Moving Forward,” the issue sheds light on the country’s situation 
through the policy statement of the Society of Jesus Social Apostolate (SJSA), 
a network of institutes and agencies under the social apostolate arm of the 
Society of Jesus. The issue features articles on good governance, asset 
creation and redistribution for the poor, environmental stewardship, cultural 
regeneration and Mindanao’s peace and development. Among the articles 
are: “Undermining Democratic Institutions” and “Moving the Mindanao Peace 
Process Forward,” both by Dr. Fermin Adriano; “Inequality Matters,” by Dr. 
Anna Marie Karaos; “Frustrating the Political Will,” by Emmanuel Alfonso,
