ABSTRACT. From a genealogical perspective, such devices as the United
Nations High Commission for Refugees' "identity certificate for refugees"
function to satisfy objectives other than simply humanitarian ones. The
State, after all, is a continuing project of generation. It generates
official documents that combine classificatory practices with complex
underlying cultural significations. From the cartographer's maps to
presentations of columns and graphs in daily reports, the state creates
and recreates a vision, or a plurality of visions, of its own existence.
So what the UNHCR identity certificate's emergence as an official
document in fact underscores is the position of the territorial state,
original home of the refugee, no matter how murderous, as a continuing
agent of governance.

Fr. Luis S. David, S.J. is Associate Professor in Philosophy. Fr. David
earned his Ph.D. in Boston College, and now specializes in postmodern
thought, particularly Foucault and Nietzsche, engaging in the questions
of power, gender, and technology. Fr. David is the editor of Budhi: A
Journal of Ideas and Culture.
