Battling for Credibility  

Philippine elections have always been marred by massive cheating or “dagdag-
bawas.” Most Filipinos are used to this kind of scenario but some however 
still believe that our elections can be made credible. 

Intersect, the quarterly magazine of the John J. Carroll Institute on Church 
and Social Issues in its special election issue titled “Election 2007” aims to 
shed light on the otherwise tumultuous issues that surround this coming 
election. The issue features articles on voting behavior and platforms to be 
prioritized for poverty alleviation, first time voters, civil society 
organizations which act as poll watchdogs and an article on how some local 
leaders won and have kept their promises to their electorate. One of the 
articles titled “Necessary Changes,” highlights the steps that COMELEC and 
organizations like NAMFREL, PPCRV and SLB will take to ensure the credibility 
of the coming election.
