The Ateneo School of Government, as part of its mandate to encourage
open and serious discussion on crucial governance issues will be
conducting a policy-oriented forum that will bring together experts and
critical stakeholders coming from the academe, civil society, private
sector/business groups and government institutions. The forum will be
undertaken in the spirit of a dynamic exchange of perspectives and
proposals in order to develop a better understanding of the current
challenges to governance. This program will be undertaken in partnership
with the Governor Jose B. Fernandez, Jr. (GJBFJ) Ethics Center and the
International Center for Innovation, Transformation, and Excellence in
Governance (INCITEGov).

The GJBFJ Ethics Center, in partnership with business and government,
seeks to provide resources that will transform people, systems and
structures of private and public institutions towards ethical behavior.
It will also work with academic institutions so that together with them
education can be used as a tool for effecting societal changes.

INCITEGov is a newly established policy center which seeks to contribute
to the development of Philippine Governance. It brings together the
multidisciplinary expertise and perspectives of several former senior
leaders in government and politics to undertake programs and projects
that promote integrity, credibility, and leadership for good governance.
It hopes to undertake through the forum as well as its other initiatives
a process of dialogue that would foster the search for creative
solutions to the critical governance problems facing Philippine society.
Ultimately, its programs intend to articulate a set of options for
progressive change that could be pursued by decision-makers in
government, by civil society and cause oriented groups.

After the debut of the INCITE Governance Forum last 17 November 2005
with the theme "On Debts and Deficits: Is there a Way Out?" the Ateneo
School of Government, INCITEGov, and the GJBFJ Ethics Center, again
invite you to join in the 3rd Incite Governance Forum entitled "Reforms
on Revenue Generation" to be held on Monday, 30 January 2006, from 4:30
-- 8:00 P.M. at the Mini-Amphitheater, 1st Flr. Ateneo Professional
School, Rockwell Center, Makati City. Principal discussant at the event
will be former Bureau of Internal Revenue Commissioner Guillermo
"Willie" L. Parayno, Jr. together with a set of eminent panelists who
will be discussing key concerns on economic rights and tax reform.

We wish to invite you to be part of this initiative by participating in
the said event and by encouraging your colleagues to attend as well.
Knowing your interest in matters of public concern, we trust that you
will consider yourself an active partner with us in this effort.
