Dr. Ellis Katz is Professor Emeritus of Polictical Science at Temple University
in Philadelphia, Pennsylvania and Fellow of the Center for the Study of
Federalism at the Meyner Center for the Study if State and Local Government at
Lafayette College in Easton Pennsylvania.

Dr. Katz is visiting Manila as an invited speaker on Federalism. A member of the
political science faculty at Temple University, Dr. Katz has taught both
graduate and undergraduate courses in American constitutional law, federalism
and state and local government. He has also served in several administrative
positions at Temple University, including Director of the Center for the Study
if the Constitution and has lectures at a number of academic institutions both
within and outside the United States. Dr. Katz also authored and edited several
books on various topics that include Federalism and Rights and State
Constitutions in the American Federal System.
