All law enforcement agencies will enforce an order from the House of 
Representatives to arrest former elections commissioner Virgilio 
Garcillano after lawmakers declared him in contempt for ignoring their 
summons, Malacañang said yesterday.

Executive Secretary Eduardo Ermita gave this assurance after the House, 
voting in plenary, approved a warrant for Garcillano's arrest.

Ermita also denied criticism that the Philippine National Police, the 
Bureau of Immigration and the Department of Foreign Affairs were doing 
nothing to track down Garcillano.

Secretary Raul Gonzalez, for his part, said the justice department would 
issue a hold departure order on Garcillano once it receives the request 
from Congress.

The Bureau of Immigration on Thursday placed former elections 
commissioner Virgilio Garcillano on its nationwide watch list despite 
the absence of a hold-departure order.

Bureau officials said Garcillano's inclusion in the watch list does not 
automatically bar him from leaving the country despite his alleged 
involvement in the wiretapping scandal being investigated at the House 
of Representatives.

Justice Secretary Raul Gonzales said the bureau cannot prevent 
Garcillano from travelling since only a local court could place the 
former poll official on the immigration hold-departure list.

*Minority eyes Zuce as impeach witness* (abs-cbnnews.com)

Opposition congressmen on Thursday said they will use former Palace aide 
Michael Angelo Zuce as a witness in the impeachment case against 
President Arroyo.

South Cotabato Rep. Darlene Antonino Custodio said Zuce's testimony will 
boost their allegation that the President cheated in the May 2004 polls.

She added that other potential witnesses have contacted the opposition.

Zuce earlier accused the President of meeting and bribing poll officials 
in her La Vista subdivision home before last year's elections.

Share prices fell 0.51 percent Thursday on profit-taking and renewed 
political uncertainties.

The main index lost 10.14 points to 1,978.00.

Except for the oil subindex, which advanced, all other sectorial 
indicators retreated.

Losers beat gainers, 37 to 34, while 43 issues were unchanged. Value 
turnover was pegged at P1.263 billion.

Traders said consolidation will likely continue in the coming sessions 
as most blue chips are already trading at overbought levels.
