Abstract

This Master's Project attempts to illustrate the use of participatory
methods as an effective tool for increasing public participation and
accurately monitoring compliance to the Ecological Solid Waste Management
Act of 2000 (R.A. 9003) using the solid waste management program of
Barangay Bancod, Indang as a case study.  The importance of increasing
public participation and accurately monitoring compliance to the law must
be underscored because citizens have a crucial role to play in this arena.
 In fact, their participation is a pre-condition to effective
implementation of such programs. The significance of this study is
four-fold.  First, it identifies policy gaps in the law that fail to
measure and address genuine public participation.  Second, it provides a
tested method of increasing citizens' active participation and stake in
the implementation of the law. Third, it provides an avenue for grounded
and nuanced social science research to play a key role in public policy
planning, implementation, and monitoring.  Lastly, it recommends an
iterative management system for local governance that includes
participatory methods as an integral aspect of the program.
