[Blueboard] Ecolabeling and Reen Procurement Program

Here's information for all of us interested  in environmental 
upgrading--new initiatives of ecolabeling and "green procurement 
program for government."

Dear Colleagues:

The quasi government Ecolabelling Program of the Philippines (ECP), 
through which the "Green Choice" ecolabel has been developed, now has 
another legal leg to stand on. Apart from the provisions of RA 9003 
or the Ecological Solid Waste Management Act that requires government 
to develop a labeling system for packaging materials, the ECP is 
further boosted by the recent issuance of EO 301 or the establishment 
of the "Green Procurement Program" of the government.

This law mandates all departments, offices and agencies under the 
executive branch to prioritize the procurement of environment 
friendly products and services from companies with environment 
friendly practices. Apart from authorizing the creation of the ECP 
board, the EO has tasked the board to submit a regular report to the 
Office of the President on the performance and compliance of 
different agencies with the order.

The ECP has finished the criteria for consumer products like 
detergent, household battery, tissue paper, plastic packaging and 
motor oil. The first recipient of the Green Choice seal is Pride, a 
detergent product manufactured by a Filipino company. There are a 
handful of applications for the other product criteria.

Currently, a multisectoral technical working group has been convened 
by the ECP to develop the criteria for the bus transportation service.

In view of this, may I invite you to become members of the current 
TWG by signing-in at bus_transport_service at yahoogroups.com? This is 
an egroup created by the TWG for the purpose of conveniently 
discussing pertinent issues on the development of the said service 
criteria, which aims to open the discussion to as many stakeholders 
as possible without having to hold a meeting of all the participants. 
The said facility will also give you a brief background of the ECP 
and its activities.
