PROGRAM OFFICER
EDUCATION, MEDIA, ARTS AND CULTURE PROGRAM
HANOI, VIETNAM

SUMMARY DESCRIPTION:
Working with the Foundation's Representative for the Vietnam and Thailand
and a team of professionals based in Hanoi, and in coordination with a
worldwide staff, the Program Officer will be responsible for advancing a
program and negotiating grants in the fields of social science, education
and the relationship between cultural representation and social and
economic change. The Program Officer will advance existing work to
strengthen and diversify the social sciences. He or she will also develop
a new initiative in educational reform which promotes solutions to
problems of access and quality in secondary and tertiary education and
explores alternative structures and policies to permit and encourage
students to remain in school. The Program Officer will also continue work
that contributes to the stabilization of the economic and institutional
infrastructure for arts and culture in Vietnam. In addition, the Program
Officer communicates program lessons and outcomes, encourages
collaboration between grantees, coordinates Foundation activities with
those of other donors, and participates in the Foundation's worldwide
discussions of program goals and strategies.

REQUIRED QUALIFICATIONS:
Doctoral level work in the social sciences, preferably with a focus on
education; ability to work fluently in English; demonstrated understanding
of educational and cultural issues and of their relationship to social
change; contacts and knowledge of resources outside Vietnam relevant to
the work; demonstrated knowledge of principles of gender equity; ability
to analyze programmatic issues and to interpret institutional dynamics in
the Vietnam context; ability to work effectively as a member of the Hanoi
office program team and with colleagues from diverse disciplines and
perspectives; strong conceptual, organizational, public speaking and
writing skills; willingness to learn Vietnamese after appointment.

PREFERRED QUALIFICATIONS:  Knowledge of Vietnam's society, history and
culture; fluency in spoken Vietnamese; experience in community development
or local governance; prior experience in program development or project
management.
