CODE-NGO celebrates 10 years of work dedicated to social development. The Social Development Week celebration will be held on 24-30 November 2001. Member networks and NGOs led by the Association of Foundations (AF), Ateneo Center for Social Policy & Public Affairs (ACSPPA), the Philippine Business for Social Progress (PBSP), the Center for Community Services (CCS) and the fellows of the Successor Generation Project man the different committees created for the project.
 
The weeklong celebrations will showcase the contribution of development organizations to the progress of the country.  CODE-NGO alone has over 2000 NGOs, POs and  coop-members nationwide comprising almost half of all the development organizations in the country. This will be a grand reunion and a venue to commemorate the gains of civil society in advancing democracy and development work in the Philippines. 

Social Development Forum Series coordinated by the ACSPPA features the following activities from November 26-29, 2001:

November 26, Monday

Good Governance:  For NGOs, By NGOs, With NGOs.  The forum aims to look at civil society in two views: its participation in governance and its practice of good governance themselves.

Appraising Poverty Reduction Strategies.  This forum aims to assess the effects of asset distribution, social service reforms and social protection on poverty in order to gauge which of these policies can be more effective in reducing poverty.  To present their studies are Dr. Leonardo Lanzona, Ms. Cristina Bautista, and Dr. Roelhano Briones, faculty  members of the Ateneo Economics Department.

THE GMO DEBATE: IS IT RESOLVABLE?  There is a need to come-up with a common stand on the issue of Genetically Modified Organisms (GMO) in the Philippines . The earlier it is resolved, the better for all the stakeholders. To realize this, a multi-sectoral forum is being organized. Hopefully, Filipino scientists/academicians, farmers, government officials, and community workers could come up with a unified perspective on GMOs in food and agriculture.

Public Presentation of the Study on the People's Participation in the Local Development Council.  After obtaining seats in the LDC, some NGOs found themselves unprepared for the what was to occur. It was also known that sometimes LGUs and NGOs clash, and some LDCs were "non-functional." In view of these and other related issues and concerns, DILG saw the need to undertake a definitive study on the role of LDCs focusing in particular on people's participation in these institutions.

Housing Co-ops viz. Coop Housing. A New Solution to an Old Problem.  The forum will focus on the "housing cooperatives as differentiated from cooperative housing.  While there are many examples of the latter in the Philippines, the housing co-op concept is quite new in the country.  HUDCC Head Sec. Michael Defensor will be a guest speaker.

Juvenile Justice System: For or Against the Youth?  The forum will provide opportunities for the participants to discuss and analyze the nature and effectiveness of responses to the needs, rights and situations of youth who are in conflict with the law. Issues and concerns affecting the youth and the juvenile justice system will also be discussed as framework or basis for specific policy and program recommendations.

Kung May K, OK:  The Plight of Persons with Disabilities (PWDs) in the Philippines.  The forum will serve as a venue for discussion of proposed amendments to the Magna Carta for the disabled persons. A Symposium on the Lessons in Implementing Agrarian Reform Through Tripartism: PhilDHRRA's Experiences in Implementing TriPARRD.  For a decade now, PhilDHRRA has been implementing TriPARRD program in four provinces covering more than 50 communities and to nearly 8,000 farmers. In the forum, PhilDHRRA will share the varying issues, the effective and not so effective strategies, and the policy issues related per type of landholding.
